Student Complaints

Complaints regarding colleges in Connecticut as well as postsecondary career schools and institutions participating in the State Authorization Reciprocity Agreement (SARA) fall under the responsibility of the Office of Higher Education. This office is responsible for ensuring quality standards at colleges and regulating postsecondary career schools within Connecticut. Additionally it handles investigations and resolutions for out of state students complaints against Connecticut based institutions offering distance education through SARA.

If you have concerns about a Connecticut college, a career school (such as private occupational hospital based or barber/hairdresser schools) or an institution participating in SARA failing to meet its commitments you can file a complaint with the Office of Higher Education. We will thoroughly investigate complaints that fall within our jurisdiction and take appropriate actions if justified.

Generally issues related to quality and licensing fall within our purview while matters concerning student life (like student discipline, grading and housing) are solely handled by the respective institutions. The Office of Higher Education will only intervene when complaints cannot be resolved through internal dispute resolution processes, at the institution. However please note that our agency cannot provide advice.

To file a complaint with the Office of Higher Education you should first make sure that you have exhausted the grievance or complaint procedures provided by your school. These procedures are typically outlined in the institutions catalog, student handbook or website.

Once you have gone through the schools dispute resolution procedures and have been unable to reach a resolution you can proceed with formally filing a complaint, with the Office of Higher Education. When you submit a complaint we will send you a written acknowledgment to confirm that we have received it. We will then carefully review your complaint to determine if it falls under our jurisdiction. If it doesn’t we will inform you. May redirect it to the appropriate agency. However if your complaint is within our authority we will notify both you and the school/college involved.

We will also share a copy of your complaint with them. Request a written response within 20 days. This response should address the situation. Whether the institution has followed relevant policies, state statutes and regulations. Depending on their response we may need information either from them or from you.

Please note that the office can only address complaints related to compliance with state statutes and policies for Connecticut colleges, postsecondary career schools and SARA institutions that fall under our administration. For issues not covered by our jurisdiction, such, as employer employee matters or discrimination concerns please contact the appropriate specialized entity. For example;

  • If you have complaints about education institutions located in other states please reach out to the state agency responsible, for authorizing those institutions.
  • If you have complaints regarding employer employee matters please reach out to the Connecticut Department of Labor at (860)263 6000.
  • If you have any concerns about violations related to disabilities you can get in touch with Disability Rights Connecticut at (860)297 4300 or (800)842 7303.
  • In case you’re a Connecticut student enrolled in an out of state institution and have exhausted the complaint process at that institution you can contact the SARA Portal Agency in the state where your institution is located.
  • For complaints related to discrimination issues please contact the Commission on Human Rights and Opportunities at (860)541 3400.

Our objectives are to provide programs and opportunities for students of all ages who seek further education while maintaining Connecticuts renowned high academic standards.

File Formats

At the Office of Higher Education we utilize file formats to present documents and data to our visitors. Below is a breakdown of each file format along with a link to websites. You can find readers and viewers for these formats directly from the manufacturers through these links;

Comma Separated Value Data File (CSV); CSV files contain data that is separated by commas and are meant for import, into spreadsheets or databases. Any text viewer should be able to display CSV files. Whenever possible we recommend using this format of MDB or XLS formats.

ZIP Compressed Document; Occasionally large documents may be compressed in ZIP format to save space and reduce download times.

Portable Document Format (PDF); This format, created by Adobe Acrobat allows for easy document sharing. You can access the Adobe Acrobat reader at www.adobe.com.

Microsoft Word Document (DOC/DOCX); This format is commonly used for word processing and document creation. You can view DOC/DOCX files by using the viewer available at www.microsoft.com.

Rich Text Format (RTF); RTF is a versatile document format that is preferred over DOC whenever possible. Most text viewers and word processing programs can read this format without any issues. Additionally RTF files do not transmit viruses.

Microsoft Excel Document (XLS/XLSX); XLS/XLSX files are primarily used for spreadsheet related tasks. To view these files you can utilize the viewer provided by Microsoft at www.microsoft.com.

Microsoft PowerPoint Document (PPS, PPT/PPTX); PPS PPT and PPTX are file formats commonly associated with PowerPoint presentations. To view these documents without PowerPoint software installed on your device you may use the viewer available at www.microsoft.com.

Use this search to find out which programs or fields of study are approved for veterans education benefits at educational institutions such as colleges, universities, occupational schools, high schools, vocational technical schools, hospitals, cosmetology institutes, adult education centers or other training schools.

This search will provide you with a list of programs (fields of study) offered at all colleges, universities and postsecondary career schools in Connecticut.

  • Degree Completion Data – Database of Completed Degrees (1981/82 2016/17)

This database includes information on all the degrees awarded in Connecticut during the specified academic years for approved programs. You can use this search engine to generate a report on degrees conferred that includes the following details; institution name, CIP number, program name, degree type, grand total number of men and women graduates total number of minority and non minority graduates. By selecting the detail option the report will also provide a breakdown of degrees conferred by group.

This database is created using data provided by institutions as part of the annual data collection process, for the Integrated Postsecondary Education Data System (IPEDS) by the US Department of Education.
The data from the recent year may still change over time.

This database is divided into three sets of information;

  1. The first set includes completions categorized by a two digit CIP code along with ethnic characteristics starting from the 1982 1983 school year onwards.
  2. The second set includes completions categorized by program name and a six digit CIP code with gender characteristics. Without racial or ethnic information starting from the 1981 1982 school year onwards.
  3. The third set includes completions categorized by program name and a six digit CIP code, with both gender and /ethnic characteristics starting from the 1994 1995 school year onwards.

This database contains information on the number of students enrolled in time equivalent (FTE) and headcount at all higher education institutions in Connecticut. You can use this search engine to generate an enrollment report that includes details such as institution name, college type and total enrollment for a year or a range of years.

The data in this database is collected annually from Connecticut institutions as part of the DHE/OHE/IPEDS data collection process. Most of the information gathered is required by the Integrated Postsecondary Education Data System (IPEDS) of the US Department of Education.

Headcount enrollment data is provided by institutions during the data collection process. On the hand FTE enrollment data is calculated by the Office of Higher Education using enrollment and credit hour information provided by each institution. While there may be variations between these calculations and those done by individual institutions they ensure consistency, across different educational establishments.Here is a list of information available in our database;

  • Collegiate Enrollment Data – CT Collegiate Enrollment (1990/91 2016/17) ( breakdown);
    This database contains enrollment numbers for all education institutions in Connecticut. You can use the search engine to generate an enrollment report with details such as the institution name, student classification, total number of students total male students, total female students, total minority students and total non minority students. The report also provides a breakdown of enrollment by group.
  • Postsecondary Career Schools;
    This is a list of approved occupational schools, hospital based schools and barber/hairdresser schools in Connecticut.
  • Colleges and Universities;
    This is a list of colleges and universities in Connecticut.

Please note that our online database only includes data from Connecticut institutions due to the size limitations. If you require data, from states we recommend visiting the IPEDS website.
